The Daily Star says Jose Mourinho is understood to be ready to listen to offers, but Chelsea would want to recoup the fees they paid.
Egyptian star Salah and Schurrle - a World Cup winner with Germany - were not even in the Blues squad for Saturday's 2-0 defeat of Newcastle in the Premier League.
The previous Schurrle was hauled off at half-time as the Blues beat Watford 3-0 in the FA Cup.
Salah, 22, was an unused substitute on the bench for that game and has started just nine matches since joining from Basel for £11m a year ago.
Schurrle, 24, has suffered the indignity of being hauled off at the break for the west Londoners' last two games, the previous occasion being the draw at Southampton on December 28.
