The 53-year-old joined Inter in the summer of 2013 after leaving Napoli and guided the Giuseppe Meazza side to fifth place in the Serie A table in his first season in charge.
However, Mazzarri was unable to build on that in 2014-15, with Inter sitting ninth after 11 games, winning just four league encounters.
Club president Erick Thohir has therefore decided to fire Mazzarri and is expected to name Mancini as the new man in charge.
The 49-year-old previously coached Inter between 2004 and 2008, leading them to three Serie A titles and two Coppa Italia trophies.
Mancini was fired by Inter in May 2008, with Jose Mourinho eventually taking his place.
The ex-Italy international had since coached Manchester City and Galatasaray, but had been out of work since leaving the Istanbul giants in the summer of 2014.
